Blood donation

I don't get this rules and regulation requirement in Australia regarding blood donation. Why men had sex with another men on previous 12 month not allow donating their blood? Ain't that sound like discrimination against PLU people. Does this happen at other countries as well? As my mind serve me right, i don't think we had such rule and regulation at Singapore and Malaysia. Please correct me if I’m wrong. However i will donate my blood on 23nd May, which it's my first time to do so. Obviously i can understand if this requirement is under donating sperm but donating blood! In another word, discrimination against PLU and there it go the Australian government always say we do not tolerate with discrimination.
